Teresa Foster is the Chief Financial Officer for Workforce Solutions Texoma. She oversees the Board’s financial operations, including developing the organization’s budget and analyzing expenditures, managing cash flow, preparing financial reports, and ensuring compliance with governing regulations. In addition, she is responsible for the oversight of the terms, conditions, and specifications of contracts.

She is a member of the Texoma Regional Advisory Council on Aging and Developmental Disabilities, the Grayson County Family Self Sufficiency Advisory Board, and the Grayson County Elder Rights Panel. She is currently serving as the Vice-Chair of the Finance Directors Network, a committee of the Texas workforce Executive Director’s Council that coordinates educational and networking activities for all 28 Texas Workforce Boards. Teresa is a member of High Noon Toastmasters and Texoma Toastmasters. She also serves as Treasurer of the Grayson County Fair Association.

Teresa has a Bachelors Degree in accounting from the University of Texas at Dallas and a Masters Degree in business administration from Southeastern Oklahoma State University.
